Model-Based Capabilities Matrix

Purpose

The Model-Based Capabilities Matrix (MBCM)and User’s Guide identify a comprehensive set of model-based capabilities, credibly sourced, that can be used by organizations to plan the improvement of their model-based capabilities. Users are encouraged to tailor the Matrix to their needs; adopting their organization language, promoting or collapsing rows based on their risks and needs, and applying it to their enterprise and programs/projects.

The Model-Based Capabilities Matrix (MBCM) is an excel-based spreadsheet composed of descriptive model-based capability rows and columns that define the capability stage. The cells in a capability row progress from a capability that has little or no model based elements to the highest stage with the greatest amount of model based capability for an enterprise.

The associated User’s Guide describes how organizations may use the matrix as an input for strategic and tactical planning, development roadmaps, enterprise/program/project assessment, or for specific roles such as the program/project manager, system engineering, Information System lead, or modeler to plan and build their capabilities.

Scope

The Model-Based Capabilities Matrix (MBCM) and associated User’s Guide are based on pre-2018 original works from NASA/MSFC and The Aerospace Corporation with INCOSE providing the collaboration opportunity at the January 2018 INCOSE International Workshop.

The opportunity to link and cross-check the work against systems engineering and enterprise engineering work as well as the US DoD Office of the Secretary of Defense (OSD) related to digital engineering and their published Digital Engineering (DE) Strategy enabled the products to be used at the enterprise, systems, program and project levels as well as address key roles in acquisition and development. Mapping the matrix capabilities to the ISO/IEC/IEEE 15288:2015 - Systems and software engineering standards as well as the DE Strategy has ensured proper coupling of capabilities to both processes and desired results.

In addition, the co-leads have used the opportunity to leverage NASA, Aerospace, and other reports to define the matrix stage and cell information for the capabilities. More than 170 participants joined the Challenge Team to refine the products. Between 2018 and publication in 2020 more than a dozen development workshops of 20-30 people across industries enhanced early versions to the published versions. The matrix was adopted by forward thinking organizations since 2019 and their feedback has been of high value, improvding the matrix and users guide.

The INCOSE Challenge Team to develop these as INCOSE products includes development of the Matrix, the associated User's Guide, and a INCOSE Technical Project Plan (TPP). It aligns with the INCOSE 2025 vision and is part of the System Engineering Transformation initiatives. The TPP defines the Challenge Team leadership, how team members are added, as well as the product development and status events. This team has used technical workshops and forums to conduct working sessions to refine the products and uses on-line meetings to status the Challenge Team.
