The OWNERSHIP_STRENGTH [[ddsf:public:guidebook:06_append:glossary:q:quality_of_service_qos_policies|QoS]] policy should be used in combination with the [[ddsf:public:guidebook:06_append:glossary:o:ownership_qos|OWNERSHIP]] policy. It only applies to the situation case where OWNERSHIP kind is set to EXCLUSIVE.

The value of the OWNERSHIP_STRENGTH is used to determine the ownership of a data-[[ddsf:public:guidebook:06_append:glossary:i:instance|instance]] (identified by the [[ddsf:public:guidebook:06_append:glossary:k:key|key]]).
The arbitration is performed by the ''DataReader''. The rules used to perform the arbitration are described in the [[ddsf:public:guidebook:06_append:glossary:d:data_distribution_service_dds]] SPEC under EXCLUSIVE kind.
