However, because there is not a direct cost involved in the procurement of the software, it does not mean that it is completely open and unrestricted in its use. Within the OSS communities,​ there is an Open Source Initiative (OSI) that can overcome tis by creating standardized Open Source licenses that can be reused.  ​
